County Election Commission attorney Steve Hamm told the Associated Press that the ballots were in a sealed room, and were contained inside a bag sealed by the State Law Enforcement Division.

SLED had custody of the ballots when a judge ordered the State Election Commission to count the votes last week. The ballots were given back to Richland County officials Tuesday.

The rest of the paper ballots were counted Wednesday.
